Real question is: where was he hiding it?
If he had fabbed it, she would have been able to control it as she could the battery or tactical force tool. It was likely transported in with the water gun.
The battery and force tool are both “Divine Tech”, something her nanomachines are designed to interface with, probably have emergency shutoffs a Dilmun can control with a thought built straight into them.
Just because a fabber made it doesn’t mean it’s any more than some tin, a steel wheel, and flint. There’s nothing in there she can turn off.
And yes, it probably was made in one of the shipboard fabbers at some off-screen point. I don’t suppose the Orions (who live in enclosed environments and are pretty inflexible on fire safety) have a tobacco use tradition.
Could he have had it on his person, pressed into and enclosed by the shipsuit somewhere? He could, but he predicted the Banshee would control his suit, so even after it was reset by Roddie, it’s possible he might have had difficulty getting it back out. He has no use for it until he’s been ported the super-soaker full of Methanol, so yes, I agree with Greywolf that the lighter was probably ported with the gun.
